I think that we are talking here about behaviors that are meant to be disruptive and that is why it gets so tricky. I have seen women feeding their babies and found the sight beautiful. However, they were doing it in a quiet and natural way; they were not trying to be seen or to make some sort of statement. Therein lies the difference, I think.

When I visited Martinique, many of the women vacationing bathed topless. It was obvious from how they behaved, how they held their bodies, that they were not trying to attract attention. They were simply at the beach. Because of their relaxation and naturalness, they excited no special attention; yet had they done the same thing at another beach where topless bathing for women was not an ordinary sight, then I should question their behavior.

Courtesy involves context, whether it be surroundings or urgency or whatever. Again, it is this understanding of context that makes me leery of legislating standards. What is entirely appropriate in one situation or setting may not be in another.
