Jim, (i) call them "Skills Traning Schools", or STS, that'll sell better; (ii) can't have no stamps/aid outside as there are disabled people; (iii) many Corps. tried to employ in "Special business development zones" etc. even with tax breakes and gov. subsidies, and fouln that does not usually work - products are substandard, productivity too low, etc. Also, if there are any products made with government subsidies, that'll make unfair competition to outside businesses; (iv) too many people can make good or decent living engaging in illicit activities, most of them just stay out rather than go to these camps.
