Eugene, First the term "balanced budget" is irresponsible and panders to what is assumed to be a great mass of uneducated citizens. A responsible government would run deficits during recessions, surpluses during business expansions, and would be planning to decrease the terrible burden of the national debt. So I "don't believe the government can actually do this responsibly..." and I "don't think a balanced budget would help..." Responsible budgetary policy would help. Cary
