There are not specific 'manning' rules like on the NASD. The specialists role is to match buyers to sellers. The specialist may be holding your order and matching it and thus you dont see an immediate fill . you can often see improvements on the nyse more often than nasd since the specialist isnt typically taking the other side. if the specialists can fill your piece, the specialist will put you on the book as soon as possible. this may depend on trading size, volume, volatility, how many other stocks the specialist handles.
