I would imagine that Fab 25 would ultimately be converted to copper as well. To my understanding, the smaller the process the more evident it is that you should be using copper and not aluminum. So I'd guess they'd probably switch to copper when ramping fab 25 to .13 (or lower if they skip a process generation) but not before.

Just my speculation.
