I question whether sending an unsolicited e-mail to a company's CEO will provide any wanted results. I would use that as a last resort.

I agre with DownSouth with the one exception that I would never do it. If I had exhausted virtually all alternatives and felt getting a transmission to the CEO was the way to go, I'd send him/her a hand written note using a very nice card asking that s/he direct the head of investor relations to return my telephone call. I'd then try to get the required information from IR.
