But doesn't this mean that the receiver of the call still pays if the caller decides he will? That is a weird "caller pays" option. Asks the caller to volunteer to pay if he chooses? Strange. And certainly, if that is how it works of no help whatsoever in meeting the basic need. Hope I misunderstand. Chaz
