During the late '60s Aerojet General had contracts to manufacture items for the military. The government asked Aerojet to locate a plant in a depressed part of Los Angeles in order to provide jobs in a neighborhood where welfare was the main employer. The plant made tents or some similar item. Aerojet eventually had to close the plant after a year or so, because the work was substandard, productivity was low, and theft from the plant was a big problem. People have tried to dvelop businesses in depressed, high welfare neighborhoods. The Koreans were the last to try this in LA, and about one half of them got burned to the ground in the LA Riot.
