is it illegal or unethical to collude with another company to prevent a new competing technology from taking any foothold, or is it just Intel scrambling?

I have no idea if Intel is involved. Many times in the past they have used very questionable legal practices to promote their business interests.

A good example of this was when they threatened to restrict allocations of parts to disloyal customers.
