Seems to me you are both right.

MM sets the price but volume (investors) drive the criteria for judgement. However I know what you mean you should still see your outside entry go thru if you do one I have before.
I don't think anyone contested how they make the money (the spread).
They will buy and sell between the spread only if they want to. It is a good indicator sometimes of their mandate at that given moment.
I have heard it said and seems true the bigger your broker the better chance of your fill between the spread. The reason being that the MM wants the broker to keep coming back(for everything).

Like I said I think your both right.
