My concern in the settlement talks was that there could be one or 2 states (or more) that oppose a settlement (posted yesterday).

According to this street.com story, that may very well be the case. IMHO, they are under political pressure from their supporters (ie. MSFT competitors).

Several states that advocate breaking Microsoft (MSFT:Nasdaq - news - boards) into separate units are holding out against a settlement in the antitrust case against the software company, people close to the negotiations said Monday.
