Yes, IE has 80% market share. But Internet web sites are still hesitant to use IE-specific features because they want 100% coverage. If IE-specific features are used at all, generally it is for non-essential stuff so that customers who use other browsers don't lose important information or features. Certainly, within intranets I'm sure some companies are using IE-specific features, but not usually for Internet sites.
