If the IB in this list refers to Interactive Brokers, and if the inference is that only the MarketXT ECN is accessible via IB, then I'm afraid the information is highly erroneous. It's entirely possible you can't find the information on their web site, but as a user I can attest that IB has direct access to most of the ECNs, and at all times they are available to other users. The list includes ARCA, BRUT, BTRADE, INSTINET, ISLAND, MarketXT, and REDI. I have used everything that is available for extended hours trading, both pre-market and post-market.
