Where did hRichardson (fail to) learn his diplomacy and tact?

quote.bloomberg.com

The additional oil from non-OPEC members, as well as
``leakage' -- or cheating by OPEC countries that sell oil beyond
their quotas -- likely will boost daily production by about 1.8
million barrels a day, Richardson said.

Yeah, just slap them in the face with "cheating" after they pulled your a$$ out of the wringer.

`` We simply and forcefully made the point that increasing
production is in the interests of consuming and producing
countries,' Richardson said. ``The near-term success of our
efforts is seen in today's announcement.'

Embarrass them and make their lives more difficult at home, as if calling the OPEC Minister while in conference wasn't dumb enough.
