[Winstar Receives Third Major Federal Contract; Wins Potential $320 Million Single Carrier Award to Supply Data and Local Voice Services to Federal Government Offices in Baltimore]

WASHINGTON--(BUSINESS WIRE)--March 29, 2000 - WINSTAR COMMUNICATIONS, INC. today announced that it has been awarded its third Metropolitan Area Acquisition (MAA) award from the General Services Administration's (GSA) Federal Technology Service (FTS). Under the four-year contract, which includes four additional one-year options, Winstar was selected to be the sole provider of data and local switched voice services, as well as dedicated transmission services, to government users in Baltimore, MD. The potential value of this single carrier award is $320 million over eight years.

Over the past week, Winstar has received two other MAA contracts -- a single provider contract in Cincinnati and a shared contract in Los Angeles -- with a total potential value of $300 million. The Los Angeles MAA award is shared between Winstar and PacBell. All previous awards had been made to incumbent local exchange carriers or AT&T.

"Winning three major Federal contracts, totaling up to $620 million, in less than a week is a remarkable feat and it underscores the emergence of Winstar as a leading broadband services provider," said William J. Rouhana, Jr., Winstar chairman and chief executive officer. "We look forward to the opportunity to provide broadband voice and data services to our new government customers."

The MAA contract allows Winstar the opportunity to offer new technologies and services, as they become commercially available, ensuring that government users can benefit from the same technology enhancements and cost savings as the private sector. Eligible users include federal agencies, federal contractors and certain federally supported universities and laboratories, among others.
