I wonder if in the final analysis if the critical issue is billing. The telephone companies have always had problems with Data issues because there was no good way to charge for IP packets. Complexity increases as IP telephony, IP video, streaming video and other different quality of services enter the mix.

Now that they increase control of the ATHM gateways, they can increase control of the billing. Before they were dependent on CATV companies to facilitate this for them....too many opinions...too much concensus building...too many issues. Enter Open access and the problem is increase dramatically.
