I think that work should be required. Even if it costs more in the short term to administer it would be well worth it. There are so many things welfare recipients could be doing that wouldn't take jobs away form others. Our national parks are in desperate need of work, our roads are crumbling, our inner cities need to be cleaned up, and these are just a few of the jobs that could be done by welfare recipients.

Welfare ought to be less like money, also. I wish it were logistically possible and more practical to just give food to welfare recipients. I used to shop in a Safeway patronized by a large number of food stamp recipients. They made poor food choices from both a nutritional and a value perspective.

As for drugs, I agree with whoever suggested legalization many, many posts back. England had a very successful program which supplied addicts with drugs, after verifying their addiction. They supplemented this with additional addiction treatment facilities and had impressive results. I think if you remove the tremendous profits you kill the heart of the drug trade. Look what happened to bootleggers after prohibition ended.

And to advocate legalization doesn't advocate people killing themselves on drugs. Some of the biggest reasons drugs can be lethal are impurities introduced by cutting for the street market, and overdoses caused by ignorance as to the actual strength of a drug, not to mention risks to IV drug users from unclean drug paraphenelia. The English found out that if you could just keep an addict alive to middle age, that with or without treatment, frequently drug use decreased or desisted at that time. So far from killing off addicts, legalization would probably save many of their lives.
