Actually ECNC cannot file an NT-10K, they are under a consent decree with the SEC that enjoins them from late filings.

Of course the penalty for not filing is...they get sent to the pink sheets...where they already are anyway because no market makers are vouching for them. Not so bad for the short term, but it could make it significantly more difficult for them to get back on the OTCBB.
