I disagree with Bob on this thought, as well. During the budget debate, the President was more than willing to slander the Congressional majority for their "ruthlessness." According to president Clinton, the Republicans in Congress were punishing the old, the disadvantaged, and the weak. The Republican Congress gave Clinton an easy out - he could blame them for any budget cuts. This time, though, the Republicans weren't so stupid. Rather than trying to reason with logic that the budget problems could cause disaster and must be dealt with, as they did last time, they started the budget negotiation process by insisting that Clinton come up with a proposal.

So far, it seems like it worked a lot better.
