Question on Personal Spending

For you experts here -

Does the personal savings reported in today's numbers (negative savings) not include savings in the form of stock purchases through company sponsored IRAs?

Anyway something doesn't add up to me if income is + .4% and spending exceeds that (up 1%) then where does the money come from for mutual fund inflows?

Also doesn't the report imply that consumer debt is still increasing significantly?
