I think you misunderstood me. It's not the utility to the tax collector that is in issue, but the utility being sacrificed by the taxpayer. A dollar is "worth" more, or has greater utility, to one who has fewer of them.

Of course one does not want to overburden productivity, but as you rightly realize, one can't extract much in the way of taxes from those who have nothing. BTW, it is not necessarily true that "those who have are also those who produce," although there is hopefully a correlation.

The principle of "one man, one vote" is fairly ingrained in our country and its Constitution (although "man" for these purposes was much more narrowly defined earlier in our history); I don't think "one dollar, one vote" would work.
