The top tier has perform well through the downturn the INTC, ORCL, MSFT, CSCO is very close to their all time high, while everything else is down 20-50% ... I see the top tiers coming down, while the others narrow the gap ... as long as you don't buy those that are on life support, like Dr koop ...
