It's all a matter of degree. While there are probably a lot of mom and pop retailers across the country that have gone out of business because of Walmart, Walmart doesn't have near the market position in US retail sales as MSFT has in operating systems for PCs. Again, having a monopoly isn't illegal, it's abusing that position to drive others out of business that is against the law. That is precisely what MSFT did to Netscape.
