Page 40 of Completel (CLTL) prospectus indicates this French
and German CLEC received from ART (French FCC equivalent)an
experimental PMP license in Marseille. CLTL expects to hear
on licenses in 18 regions on or before the end of July.

The US ART (ARTT) was upgraded by DBAB analyst Bo Fifer today who set target at $34. Robbie Stephens analyst Jim Freidland last week reiterated his $42 target. Both cited
spectrum acquisitions as major basis for recommendation updates.
