Someone -- GEEZ, 400 posts! Don't think I'll be able to keep up. One does what one can. WI passed a draconian welfare "reform" (based in large part on studies of Indian casino workers rather than inner-city poverty; slanting the finding, anyone?) THe problem is simple - 15-20 years ago a mass exodus of skilled mfg jobs left the cities in the north and east for the south/SW and out of the country. Nothing took their place. What to do? SFE
