I think you are saying the same thing or something close to it. I have watched the poor folk, blue hairs and blue collars before and after and there is no way they were engaging in the same level of gambling before the states started sanctioning it. Its a similar argument that ushered in the state sanction of sex aids. "We know Ashley and Buffey are going to do it anyway, so we might as give them the things that will help them be safe." Well...now look at the mess you've gotten us into.
