I'm not sure exactly what is being debated. Is it whether the state lotteries encourage gambling?

If so there is no question that it does. Here, there are ads on TV and radio day and night egging people to do it. Catchy music, clever copy, teaching us how much FUN gambling is. In fact in one ad running now that's the tag line - "Don't forget to have some fun today!!".

The campaign must be working or else the state is wasting buckets of money ( which in itself is not unusual ).
