He may be setting the market up, but I don't think it was with that comment. At the time I heard him speak those lines, my understanding was that he was trying explain why even if the Fed wanted to target stock prices (which he seemed to be denying, but I never can be too sure what he is saying, or not saying) that raising rates was in his opinion an ineffective way to accomplish it. So he wasn't saying that he wasn't going to raise 50 basis points, only that he wouldn't raise 50 basis points merely to target stock prices because he didn't think it would work. But then he seemed to be saying it wouldn't work because investors knew no fear, which a cynic would suggest was a challenge to him and that he would figure out a way instill some fear and to "adjust" investor perceptions. Oh my, listen to me now....this is exactly why I am drawn to things like "T" theories and lunar cycles. Time for a beverage.
