The institutions as a group act very much like the public as a group and individual institutions act like individual investors. To believe that institutions necessarily know more than the public is ridiculous.

I am not sure I am understanding you here, ahhaha. Institutions are staffed with some of the most adept research combines that you will ever find. Joe Average Public will not necessarily know that the PC market is already saturated, or that the barriers to entry of e-tail are very low, but they will continue to buy the Compaqs and Eggheads of the world. So, with such knowledge in hand of the more acclaimed of Wall St, you cannot realistically expect the institutions to mimic the public's actions/mistakes.
