It seems to me that if the Central Bank of Canada had the intention of selling a specific amount of gold in 2000 as part of their overall strategy, they could either sell into the cash markets every month or just negotitate the entire transaction as a series of futures contracts (probably exchanged traded). It would help them lock into a specific price, which they could them use in budgeting and planning processes. I don't read anything else into it.
