I think the issue is not controlling ingestion, but controlling the marketing and promotion of dangerous substances. In any case, think of it this way: suppose that some drugs are worth serious experimentation, but too dangerous to treat frivolously. Doesn't prohibition, which can never be absolute, help to clear out the suckers, since it takes some seriousness and pluck to score? Isn't the Holy Grail worth adventures, and risks, and battles?
