I think you have a good point, after reviewing my accounts I come up with this.

My account that flipped FIRE, which should be out of jail received the early dj NMTC at 1:14, SABA at 12:03, 2 accounts that have sold after holding for the 30 days also received early dj's, NMTC at 1:14 and SABA at 12:03. My other accounts that are all holding ipo's and have never sold or flipped anything got the late dj's NMTC at 1:24, SABA at 12:10. Allocation notices, NMTC at 1:06, SABA at 12:01.

Looks like etrade is indeed blackballing accounts that sell their ipo's regardless of how long you hold them....
