Andrew,

You say that we need to make people self-responsible then we can eliminate welfare but people used to be self-responsible then we created welfare, now they're not. Also our society already provides equal education to its citizens, it's just that many of those citizens choose not to take advantage of the education and thus end up dependent on welfare because they can't take care of themselves.
