penni, I don't think there is anything wrong with requiring certain behaviors in return for benefits. I think we got a bit off the beam on this discussion when James mentioned "animals" in a later post and Janice and Andrew leaped upon that like hungry jackals and began ripping the flesh from the bones of his idea. Sorry, I got a little carried away. :-) The thing that I said to Andrew was I didn't think the idea would save us any money and that was why I didn't like the idea of the camps. I didn't get into a philosophical discussion because the issue of labor camps is moot, but when you are brainstorming you never know where a good idea will come from.
