I don't think that you can do much insulation retrofitting in an Eichler. The walls are little more than a facade tacked on either side of a 2X4. Most of the surface area of the house is window, and the ceiling is 2X6 boards with roofing material on top.

The winter of 99 was very cold, but it rarely gets very warm here. Silicon valley weather is typically very cool. It rarely gets very cold, and it rarely warms up much either.
