your prob has been bugging me. i see that pw has made some suggestions. hopefully they will lead you to a solution. i just want to add one more to the mix...

this may be a case of overkill, but then again it may be what the doctor ordered. from a winmag.com article on slow windows startups winmag.com

"Skip the Floppy Check

You may not know it, but Windows 98 checks to see if you've added or changed
floppy drives each time it starts up. If you're like 95 percent of people, you'll
never reconfigure your floppy as long as your PC lives. So tell Windows to stop
checking, it will save you some time. Click Start | Settings | Control Panel, then double-click the System icon. Click the Performance tab, the File System button, then the Floppy Disk tab. Clear the "Search for new floppy disk drives each time your computer starts" check box."

remember to hit 'apply' and 'ok'.
