another test would be to stick a non-boot floppy in and reboot and see what it does.

meanwhile, here's this from Troubleshooting -- 3rd Edition February 2000 Vol.4 Issue 1 Booting Up...

"As you probably know, the PC looks first to its A: drive for a bootable diskette (a diskette with startup information written on a boot sector, which is a section of the startup diskette reserved for the part of the operating system that must be loaded first during bootup). If it finds a bootable diskette in drive A:, it uses that to start up; if not, it moves to scan the hard drive(s) for a boot sector.

It is this initial look into drive A: that makes it possible for you to start your computer with an emergency startup or boot diskette."
