When you load win98 on a blank hard drive, when do you take the win98 CD out? After all the files have loaded and it restarts, or do you leave it in the whole time as it locates the hardware and sets the system up?

It shouldn't make any difference. If you take the Win 98 CD out of your CD drive to soon the installation program will tell you it can't find some files and ask you where it can find them.

With my trading computer that I built I keep getting HTML related page faults with my explorer when I surf the net. It happens too often.

Try using Netscape's Browser instead of Microsoft's. No guarantees. I am just suggesting you change browser to see what happens. However, you might get a new problem. I notice I get a lot more warnings when using the browser in Netscape's Version 4.7 Communicator's than with earlier versions of Netscape's browser. The warnings say the program performed an illegal operation and will be shut down.
