Gimme a break. You're saying that a 7-year-old "chooses" not to take advantage of the education available to him/her? You're saying that inner city schools offer the same kind of education that children in upper middle class suburbs receive?

These are complex questions, and there are no easy solutions. Blaming the victims doesn't help. And children of poverty are legitimate victims.
