We're seeing Linux pre-installed now because it's finally matured to the point where it's viable. I've been tracking the progress in Linux (as a user) for many years now, and it's only in the last year or so that the GUI and the packaging have gotten even close to being ready for prime time.

As for the fact that Xerox came up with windowing, so what? Business strategies count just as much as technology. Xerox blew it by failing to recognise the commercial potential of what they had. Jobs didn't make that mistake, but he made another; he failed to recognise that by value-add he was actually in the software business, not the hardware business. He pursued a premium-price strategy and locked out clone makers, a strategy that continues to this day. In doing so he threw the game to Gates, who persued a low-price, high-volume strategy on commodity boxes. Gates and his shareholders have been rewarded for recognising and exploiting the winning business strategy.
