Oh, there will be some sort of terminal adapter at the station end and if they are expecting to go through the telco's existing copper then the telcos will have to modify their equiment in the CO by eliminating the standard PCM interfaces and I-Link will have to actually lease local loop copper from the telcos.

When one is talking signal division they are usually talking statistical multiplexing or perhaps "pair-gain technology" over a point-point dedicated line. If they are talking about multiplexing ordinary dial-tone POTS service I have a feeling they're in for a surprise in the patent area - of course from what has been posted this is not what they're claiming to be able to do.

Of course from what you stated:
"I-Links advantage comes at the network level where the signal is converted to digital (right now in about 20% of the country), then they can push it out onto their dedicated intranet bypassing normal telephone switches."

This sounds like they are putting together their own WAN - in effect leasing a great deal of interconnecting digital trunk bandwidth and copper pairs into the customer premises then selling the terminal adapters for the ends. Incidentally, virtually 99% of the existing telephone service is converted to digital at the local CO to begin with.
