There's a huge difference, Janice, not that I'm advocating it --at least yet. One, it's not mandatory. It's the requirement for receiving assistance. You have the option of not going to the camp, but then you receive no AFDC or FoodStamps etc. Had the system not been so abused, the stringent structure wouldn't be necessary. Perhaps this could be "softened "somewhat by having a limited period for receiving benefits without going to the camp-in the event of job lay-offs or temporary extenuating circumstances. If you fail to get off in that amount of time, then the government (read taxpayer) has the right to say certain things are now required. Two, compulsory voluntarism is different in that there's no exchange for the work. We aren't asking for anything. We're just being told to give even more than the already amazingly gigantic sum the IRS demands-almost 50% of our salary! And now they want my children to volunteer? For what they ask of me, I want some say! I'm tired of takers.

(Sorry-I worked in the system too long!)
