Everyone, even agnostics have a "system of beliefs" but they are little "b" beliefs. For example agnostics usually won't kill you to make you an agnostic. And as far as I know there has never been an agnostic Jihad.

Of course I have no idea what you mean by a fundamental outlook- but most people lead lives they have never examined, and think thoughts that are never thought through- and MOST of those people profess to believe in some system of belief. In fact it probably helps their system of belief that they don't think about it too much.
