Dan, I think those are excellent suggestions for E*trade's IPO process. It would be fairly easy to write program sorting routines that would accomplish allocating during the different rounds. The big question is will E*trade decisions makers see the great PR, good will and increased customer satisfaction in this multi-tier allocation process. Especially when also used in conjunction with a Account Alert that specifies the round that resulted in the allocation and a DJ Alert that gives a better reason than the totally useless phrase "Possible reasons: Offering priced above limit or high demand for shares".

For example:
1) Offering Priced above Your Limit
2) Insufficient Funds or Buying Power
3) 60 Day Account Restriction for Flipping
4) Not chosen by Random Generator
5) Specified Other Reason (like underwriter requested shares to be allocated to registered customers of IPO company)
