Penni-- What's not mandatory? Jimbo's "labor camps" were certainly intended to be. And I don't believe he suggested teaching anyone skills or the like; more a chain-gang sorta thing. The option of starving or being pressganged isn't really an option, is it? Certainly many welfare "clients" are on the dole because they've never tried to get off, but a great many more would prefer a "normal" life. Janice
