Why not just make it 10 rounds, each 10 % of the allocation?

Power (+Plat) - Reward the more active accounts
Platinum only - Reward the most active accounts
Heavy-Hitters - Reward the larger accounts
Oldie-but-Goldies - Reward older accounts
Shareholders only - Reward E*trade shareholders
E*bankers - Reward accounts that opened bank accts
IRAs only - Reward the IRA accounts
Referred-a-Friend - Accounts that referred a friend within X months
Slump-Buster - Accounts with no allocations for X weeks
Virgins only - Accounts that never received an IPO
