CW is a financial drain on his parents not the taxpayers. If CW's parents want to make him volunteer they have every right, because they pay his way. The State has no rights over CW, IMO, as long as his parents provide for him. If you ask the State to pay your way then the State gets to tell you what to do. Don't like it? Don't stick out your hand for money.
