They certainly started with good PR (& all credit to them for making the genome data public domain).

SINGAPORE, April 6 (Reuters) - The International Rice Research Institute (IRRI) said on Thursday it would take at least three years before Monsanto Co's breakthrough in decoding rice genes would bring major benefits for rice production.
``One should not be over-optimistic...It is going to be three years down the road before we see any tangible achievements (as results of Monsanto's scientific breakthrough),' Ren Wang, deputy director-general of the IRRI's research department, told Reuters.
``Now we have a better understanding of where these genes are in the rice genome...the next step is really to understand what the genes do,' Wang said in a telephone interview from the Philippines, where the IRRI is based.
On Tuesday, U.S. biotechnology company Monsanto announced a breakthrough in decoding the genetic make-up of rice -- a step forward in developing rice with better nutritional value and requiring less environmental resources.
Monsanto, under public scrutiny amid growing concern over the safety of genetically modified organisms (GMOs), said it would share its latest findings on rice with researchers around the world without demanding any fees.
