I think there is a problem here. Mandating religious behavior by majority vote is a seductive argument, but I believe it remains a violation of the Bill of Rights.

I have no problem with a prayer being used in a stockholders' meeting, a major league ball game or at the dedication of a shopping mall. But at a high school commencement or sporting event, I suggest No.

There is great wisdom in keeping events which actively recruit religious behavior (like group prayer) out of schools and other government facilities.
This in no way interferes with the individual's right to pray or otherwise acknowledge his religious identity.
