Hi calypso, I worked on a smart card project that did just what this person describes. The big barrier to acceptance was the huge infrastructure costs associated with implementing this scheme. Think of all those card readers that have to sold. I don't think smart cards for online transactions are going to take off until smart card readers are built in to every PC. The box makers and Microsoft have made noises but critical mass is a long way out.
